I remember there was some discussion comparing OCI and PIO earlier. I can't find the thread, so posting a new one.

"Up to the completion of 20 years of age, OCI documents have to be re-issued each time a new passport is issued to the holder. "
Since the children passport is renewed every 4-4.5 years to ensure the 6 months min validity during travel, this will mean renewing the OCI card for pretty much every trip to India!
In case of PIO, the endorsement is not mandatory. "In case the holder cannot spare time to get the endorsement done in the PIO card, due to urgent travel, he/she carry both, the new and the old passport, alongwith PIO card for smooth check in/out at immigration points. " -> http://chicago.indianconsulate.com/PioCardInf0031406.htm (point 13 - I couldn't find anything in CGI Toronto site!)
Thought this might be a consideration for anyone applying for OCI/PIO for the children.

As per my understanding it doesnt matter that you are located in US ..
As long as you are qualified you will be able to get it from there ..
