ya i have also same question . keep indian passport and use canadian passport for travelling . i dont think is it any problem . there are millions of bangladeshies living in india without any residency permit

Technically-
You need a "Surrender Certificate" only if you intend to apply for OCI or PIO.
Else you can just apply for visit visa whenever you are traveling to India. Surrender certificate is not required to apply for visit visa.
Just don't carry your "Renewed Indian Passport" with you while traveling.
Having said this!
The right thing to do is to surrender your "Renewed Indian" passport immediately with an explanation letter attached and pay the applicable fee's.
You have unknowingly committed a serious offense and could be arrested/detained in India at any of the entry exit ports and could be charged with unimaginable codes that will completely destroy the rest of your remaining life.........
It's not worth it buddy!!
Pay up the fine and sleep well!
