Is there any changes in permanent residence rules for applying for a pr card for the first time (iam already permenant recident)
i heard that no need for a guarantor any more .what are the papers required and is there any changes in the application please tell me what to do.

Yes, it true that they have made some changes to the PR renewal.
For the first application to get your FIRST PR Card, the forms and the rules have remained the same. Their web site needs updating to tell you if there are any corrections or omissions. So, call and ask the CIC, Call center, in Mississauga and see if they will provide you with a new link to their PDF Files.
For the renewal, they have dropped the requirements that you part with your Card at the time of your submission (Filing the application). You hang onto the PR Card.
But they want you to present yourself at their location to pick the NEW one. Hope they stay open till 20:00 hrs for you to get there and pick it or make an appointment and collect. (This is more painful than the ailment and/or cure.)
