Can any one tell me how long it takes to process the Permanent residence questionnaire ? I was told by the CIC that it will take about 48months at the St Clair office in Toronto ?

I don't know the backlog of work in their office. Generally they will throw out most or all of the cases within 12 months, from their offices.
Looking at your post, unless you have filled in the application in a shoddy fashion or some of your documents need translation services and you did not have them done it the way they want it and you have not complied with it, the CIC does not throw a curve ball at you like this.
I have seen people get their letter in three months and a OATH ceremony in about nine. So, give it a break of THREE Months for a start, then play along with them.
CIC must have sensed that you get scared very easily. Next time wear a tie and a suit and take some one with you who is Six feet Tall and 300 ponds in weight. You will get your answer down to eight weeks. ( Don't forget to carry some Aromatic Ammonia Spirit and a roll of toilet paper, just in case !.)

It could be case and office specific - CPC Mississauga is supposed to take the longest . However my RQ was processed in less than an year at the same office without an interview with a Judge .
I remember googling for 'residence questionaire' and coming to a 65 pages (or more) long thread on some website in which users have recounted their experiences .... I clearly remember the case where the Judge failed the candidate in the interview and yet he wrote back to the CIC quoting the Judge's interview and citing reasons why it was unfair ( the guy had lost his Passport ) ...Surprisingly as an update he was called for the oath some times later !!!

Not sure if you can visit the CPC centres unless without an appointment , which are given for tests and oaths .
