If you live and work in Saudi Arabia, then you can apply from there, because you are legally admitted into that country.

If you have completed your tour of duty and no longer live there, you will be returning to Islamabad. Then you apply from where you will be residing from now onwards.

If you are in transit in London, then you cannot apply from there, since you are not a resident of England.

It takes anywhere from 72 months to get most or all of your processing done for the application from Islamabad. Hope you qualify for that.

Now you decide for yourself, which Passport you hold and which country you are a current resident of.
