Dear Manjeet,
I found the following info off CIC website:
You can sponsor relatives or family members from abroad if they are:
1. spouses, common-law or conjugal partners 16 years of age or older;
2 parents and grandparents;
3. dependent children, including adopted children;
4. children under 18 years of age whom you intend to adopt;
5. children under guardianship;
6. brothers, sisters, nephews, nieces or grandchildren who are orphans;
under the age of 18 and not married or in a common-law relationship;
or
7. you may also sponsor one relative of any age if you do not have an
aunt, uncle or family member from the list above who you could
sponsor or who is already a Canadian citizen, Indian or permanent
resident.
*** Your Sister would most probabely fall under Catagory 7. ***
further from CIC...............
Sponsors must promise to support the relative or family member and their accompanying family members for a period of three to 10 years to help them settle in Canada.
You need to be living in Canada and be earning a certain minimum income to be able to sponsor your sister.
You can find further information in this booklet published by the CIC

Hope this Helps,

Microsoft - Which end of the stick do you want today?
DT,
No 7. says
Any other person with whom you have family relationship if you do not have a spouse, son, daughter, mother, father, brother, sister, grandfather, grandmother, uncle, aunt, niece or nephew who is a Canadian citizen, registered Indian or permanent resident or whom you may sponsor. If you believe you are in this situation, contact a Call Centre.
Unless I'm reading something wrong here, this seems to be highly exclusionary category, very difficult to use this. I think an application under independent category may be more feasible.
Maybe someone more conversant with this option can throw more light.

Are you there?
Thanks guys you have helped me to look into the direction i should be looking at...

BL, #7 catagory applies to those people who do not have any realtives that are already Citizens or PRs of Canada. Manjeet hasn't mentioned that he has any relatives in Canada and if that is the case, I'm sure he will be able to sponsor his sister under that catagory. However, it would be wise for Manjeet to wait till Masood comes back from his vacation and can provide an authoritative answer.
