Is reliance good for calls to Spain, Hong Kong, Singapore, UK, Lagos, Dubai, Thailand- both rate wise and quality?

Skype to these places with visual is terrible- at least the free version i have- is there a paid version that is better?

This link which says unlimited calls to landlines in 36 countries for 9.99/month. The don't have India in the list though.
