Looking for hardware software designer

We have unique product in my mind but don’t have resources to build it.
we would like to design user friendly small pad which can read data from pulse ( laser scan) pressure , temperature etc..

Is any body out there who is able to design or have enough resources ?
We have already plan in place for marketing but need resources to build this product.
