Even the Govt. can do nothing about it since it has only 10 inspectors for 435 PCC colleges and 1000's of non PCC college in Ontario, Even the inspectors canot close the school or file a lawsuit for cheating (See relavant Toronto star investegative report and comments by viewers for partial revealment of facts. The other part of my facts is based on my sole investegative observation. A desi is the main culprit and he uses an accountant/ Auditor / tax filer (nationality unknown)). This is cheating.
3. A certain community in Malton conducts an illegal marriage for the purpose of immigration is known as cheating.
4. A famous immigration company teams up with a labour company and provides job offer to a candidate in india to increase his points / speed up his application. The fee for the candidate is Rs 4 lakhs for just this service. He is instructed that upon landing he can work for $10 an hour or he can find his own work. Looks like border line cheating for me. It proves that ones with more money are processed faster than those without money.
Discrimination
1. Govt. of Canada wants only "Engineers" to immigrate. Only Engineers are given points (sufficient, that is). But once they come and enter Canada, they are no longer Engineers (So called software Engineers exempted as local Non Vm's are not availabe for filling these positions). They canot apply for Engineering jobs nor can they call themselves as Engineers.
2. A job comes up. Lot of VM's and Non VM's apply. The employer assumes that a Non VM will work better. This is discrimination
3. A Non Vm emompoyer who will not hestitate to terminate any VM at or before 3 months. But when the same is a non VM, he will talk and check if he will be eligible for EI (if he has the sufficinet hours) and then only lay him off. He does not care what the VM will do but then will be very concerned of the Non VM's future. Also he might be afraid that a non VM may know a lot about his responsibilities.
4. A food bank outside the GTA is staffed by Non VM's. They will not mind any number of items that a non VM will take but then they will be very picky about what a VM does and what he takes out. Sometimes they speak very hardsh words to VM's which they never speak to Non VM's. Many times I have noticed that they give a lot of goodies (taht are not available to VM's) given to Non VM's like Cakes, Pastries etc...
5. The Canadian Govt. advertising slogans like
"Canada needs to fill 1 million jobs by 2010"
"Canada is the best place to live and Canadians welcome immigrants"
"Canadians are very loving , soft and heart warming people"
"Canada is a culture melting point"
and then they take immigarnts in the 200,000's but then donot care about if jobs are there and if the professionals that come to this country will ever have respectful jobs. Also they never have enacted laws to see that the VM;s coming here have a FAIR chance of getting a job. However, they have solid , well crafted laws to govern what kind of people who come here. Obviously they donot want laboureres from 3 rd. world countries coming here as they will pollutet he society. Having ERC's with 1/2 baked people to go through your resumes is NO HELP. This is pure cheating.
Like this the list can go on.
Hope the people get the point and essense of the posting to differentiate between Cheating and Discrimination.

What discrimination? Treaties involve at least 2 countries where they have to mutually agree. Several have agreed and several have not. Maybe India does not have the provision to form a mutually agreeable partnership with Canada or vice-versa. And you call that discrimination.

Paying tax is not discrimination or non-discrimination. It just comes down to the fact that when you are a tax resident, everyone (not just immigrants) has to pay the taxes per the law.

If u know then please teach me what will be the financial burden on another country if this treaty/agreement is done? That will help others also to understand that there is solid reason to decide whether dependents will wait 10 yrs or 3 yrs. Theoretical people stay away from answering this.
