Frankly speaking I don’t know, and I think no one else in the forum would be able to answer this question. You are asking the wrong question (the financial burden on government) in the wrong forum. Financial burden on any government would depend on the particular government’s tax and pension structure and liabilities. In this case your best bat would be the India’s Finance Minister or Revenue Minister.. or a higher up policy makers in Indian Government .
In no way you can relate this issue to discrimination against any person living in Canada.
