For the most part, the US consulate does recommend that the visitors apply for a visa from their home country. There are exceptions though. I have a friend, who was here on a work permit. Barely two months into her work permit, she applied for a visitor visa to the US, and she got a 10 year multiple entry visa.
If your parents want to apply for a visa to the US, they should bring enough evidence to show that they have strong ties to India, and that they will indeed return there. Some of the documents that might show strong ties would include documents showing immovable property, a letter from the employer that the applicant is employed and that he will return to his job, when the vacation ends, sworn affidavits from children that they have strong family ties, and that they require the applicant to return to India, etc.
It is assumed that any applicant for a US visa, is a potential immigrant. It is upon the applicant to prove that he/she will return to the home country, and that he/she has no intention of staying back in the US.
I might add that the documents that I mentioned, are based on personal experience. Each application and situation is unique, and an immigration consultant is the best person to approach to better the chances of the visa being issued. There is a fee involved, and if you don't mind the expense, send me a PM. I can refer you to someone who practices immigration law here.
I have heard here that getting a US visa is like winning a lottery - a matter of chance. My personal experience is that once the paper work is perfect, there is a remote chance that a visa application is turned down.
