They don't even give concrete explanations nor do they disclose the results of the tests. And they don't even refund the difference in the visa fees.
We should demand more transparency and accountability in the process.
It is true that in a large majority of cases, the result and treatment of the case appears unfair and "scam"-like.
However, IMO, we (South Asians) have only ourselves to blame for this situation.
There are large numbers of people who are abusing the Canadian public health care system to get free treatment on Canadian taxpayer dollars.
People from all parts of south asia are responsible for this, not just India.
The Canadian consulates' treatment of visa applicants is a knee-jerk reaction to that.
Seeking help from MP is useless because consulates abroad don't care a hoot about some small-town MP who will probably not make it through the next election anyway.
I agree that when multiple entry visa is not given, the extra fees should be returned.
If you think Canadian consulates are running a scam, you should first examine what your fellow countrymen are doing.
We are the ones running the scam - they are simply trying to protect themselves.
In the bargain, genuine and innocent people get the short stick and get the run-around, harassment and refusal.
Very heartbreaking.

While i agree with you on the various "scams" that south asians are involved in and as a result ordinary citizens of south asian origin suffering, i totally disagree on the policy of giving tourists visa's ....
1) While you are on a tourist vis you cannot avail of the "free" medical care ... it has to be paid by the person or the person sponsoring the visitor.
2) It is normally said that after getting a visit visa a lot of south asian don't go back and try to apply for resident visa's. Now that is a loophole in the law which needs to be addressed .... you don;t make ordinay law abiding resident's suffer because someone is misusing the system.
There has to be an effort from within the south asian community to make the government act on this and facilitate visit visa process. I don't understand why one has to pay for incompetence of officals here in Canada!!!!

In fact, the government should make purchasing "travel insurance" mandatory for tourists instead of giving generic responses about medical problems.
However, its easier said than done. There needs to be a massive immigration reform and that requires political will. Sadly, thats lacking in the country's politicians.

I agree with you puttoo.
I am not saying that the immigration system doesn't have any problems.
Of course it does, and it hurts.
My point is that we have ourselves to blame partly for this situation.
People who live in glass houses should not throw stones at others'.
It is not just the non-immigrants who are abusing the health system.
In fact, the abuse is much more by permanent residents who really are not living here.
They are mostly living in India, the US or other places but are using Canada's health care system, government subsidies like EI, CCTB and many other benefits.
Also, if you look at other countries, they all treat non immigrant visas like this.
Many genuine people from Indian find it hard to get US tourist visas (B-1/B-2)
because of similar actions by fellow countrymen (not going back, seeking asylum, overstaying, illegal immigration, unauthorized work, etc.)
It is hard to get student visas for US too from India because of above reasons.
Some do, and some don't.

Most travel insurance policies will not cover pre-existing conditions like diabetes, blood pressure, heart disease, etc.
It is pretty standard.
Esp. when traveling to countries like US where health care costs for even a 2 day stay at the hospital can be thousands of dollars.
