Only an educational institution could ask for a set of sealed transcripts or the Marks List from the institution that you studied, if you are trying to get into a place for higher education.
Asking the University that you studied at for a dispatch of the same to the Canadian High Commission in New Delhi, India, makes no sense. So, put a hold on it till such a time you might require for your higher education and submit it to the University of your choice, after finding a suitable one where you can find the courses that you want to take, are offered.
At least you are going in the right direction in your enhancement of your career. Also if you had searched the CD website you would have found an organization in India that is close to you there who would have helped you by walking with you holding your hands. Here is one such location: CIIP :
