Here is the situation with my cousin:
He has applied for Canadian immigration through XXXXX in July 2007 with AOR 15/10/07 in New Delhi Consulate. Looking at current processing times, it appears that he will not get the visa before 2013/2014.
Now his occupation falls under those 38 occupations in demand and XXXXX is asking him to reapply under the new rule and says that under new process the applications get processed within one year. While trying to help my cousin, I have the following questions:
1) Do they really process applications under new rule from New Delhi within 1 year?
2) I have read in some forum that, with the new rule in place, CIC will allot visa numbers first to the new applications (with occupations in demand) first and process the older applications with the leftover visas. Is this true?
3) It that is the case then waiting period for regular cases from New Delhi may even cros 10 years.
I would really appreciate if anyone finds a little time to answer these questions. I guess this would be beneficial to others also.

These 38 list of fields should be applied through the Nova scotia office and not the New Delhi office.
Thats the info I have.
And I have heard the list is going to change in the mid of December 2009.
