After they "open" your file, they will assess your eligibility to sponsor your parents and will either approve/reject your sponsorship application. If it is approved, your parents will have to fill a separate set of forms and send in the supporting documentation to the Canadian HC in New Delhi.
If you applied in Aug 2007, at the current processing time of 32 months, you should know around April, if your sponsorship was approved.

The "package" refers to forms that have to be filled and a list of documents that the principal sponsored applicant (your father) has to submit to the CHC in New Delhi.
If you do not want to wait for the package, they can also be downloaded from http://www.cic.gc.ca/english/information/applications/famcls.asp
You can send the link to your parents and ask them to download it to save time.
There is no physical "interaction" required with New Delhi. Once, they have submitted all the forms and document by courier, they have to wait to get the medical forms. Currently, that is taking over two years after the forms have been received. So you are looking at atleast 2.5 years that they will get the PR.
Now bear in mind, that CIC has slashed the parental visas from 16,000 to 11,000 in 2011 and chances are that this may be slashed even further in future. So, it is highly likely that the PR approval time in India may double from 2.5 years to 5 years by the time your parents file comes up for approval. Of course, this is dependent of the policy of the government s is subject to variations as the years pass by .
All correspondence is done by mail and there is no need to go to Delhi at any stage during the approval process in India.
Thank you very much for your prompt and clear answer Freakoutguy. Much appreciated.

My parents are submitting their application to New Delhi within the next two months (waiting for the police clearance). They are worried they will be called for their Medicals soon after and that they might not be able to respond immediately because they will be visiting Canada for three months this summer. At what stage of the application does the applicant get called for the medical examination and how long a period do they have before they can give it?
Thanks,
