It appears you do not have the background behind the need of Telengana. Sure, there are some vested interests but that alone wouldn't have made this a reality.
Dividing a province for administrative convenience and respecting mass sentiments would outweigh the calculated risks.

Andhra was such a huge state that this was required. It was impossible to manage and govern under single flagship.
