How come cities which are top immigration destinations in top 10 ? Matter of convenience ?

Vienna, Austria is no. 2, Helsinki, Finland is No.7
Vienna & Helsinki are not top immigrant destinations
New York is no. 54th and London is no. 56th - both are top immigrant destinations
