One of my friend is in process to file an application to canadian high commossion under skilled category.

His intented city to land in canada is TORONTO, province ONTARIO.

However, his friend is situated at VANCOUVER who is ready to sent him OATH Declaration stating that he shall provide him full financial assistance, now the confusion is can the principal applicant state his intended city as TORONTO or else he have to state VANCOUVER only as he is submitting the above documents to make his file strong.

Also if he states VANCOUVER is it neccessary for him to land at VANCOUVER only.
