few questions about canadian PR application

Hi, I would really appreciate answers to these questions I have about the PR application.

1. how long does it take on average to get the approval from the PIO?
2. I am an Indian citizen. I am currently working in Canada on a work permit. Can I chose a visa office in Canada since the New Delhi processing times seem to be very long.
3. Is it possible that they might reject the written submission since english is not my first language? Is it worth doing a written submission instead of the english test?
4. I see that I need the info (photos, etc) for all family members. Also, is it better to add my parents to the application RIGHT NOW or would it be the same to do it later if I know that they WILL come to Canada?
5. Does driver license count as Identity card?

Here are some answers to your questions:

1. P.I.O. is for those who lost their Indian Citizenship. So, first you apply and then get your P.R. Application process from within takes about 30 months currently. It could be speeded up if your Employer helps you in obtaining the PR, which they normally would like to do and oblige. Then work here for another THREE Years. Please see if the current time is also counted at PAR or qualifies as HALF the time.
Then apply for the Citizenship Card. After you obtain the Canadian Citizenship, you go about applying for the PIO card. So, in short it could be in the horizon after the next FIVE Years. (Or a shorter span of time)

2. Since you are here in Canada, the process is done next door in the USA. Some get it done through BUFFALO processing center.
You do your English Language Test like any body else does. (TOEFL) : https://secure.vec.bc.ca/whatistoefl.cfm?

3. You do the test like everyone does. Study, work hard, practice and keep doing it till you get the required marks. You can do it, only you have to try harder.

4. Yes, you can follow up with the application process and see what all you need and familiarize yourself with it. Also there are IMMIGRANT HELP CENTERS here in Ontario, and they post their details from time to time and you can pick it up and see where they are located and they will help you with EVERYTHING. So, do not wait a minute longer. Go see them and seek their help.
It will be nice to add the whole family when you apply for the first time. That way they also stand a chance to come to Canada and be with you as a part of the Family.

5. Yes the Driver's License does qualify as a PHOTO I.D.
