PR application question

Hey guys,

My brother is in USA on student visa and his wife is in India. My brother is planning to apply for Canada Immigration as skill worker. He has no problem with point system.

I have question for an application:

1) is it possible to apply for immigration for both? (My brother and his wife. There is no chance that his wife will visit USA. She got rejection of USA visa.)

2) Do you suggest to apply only for my brother? So, once he will be in Canada, he can sponsor to his wife.

Looking for opinion.

I am pretty sure that he has been studying there at least an year. Will he be staying there and also seeking employment too, after his graduation? If so, he can apply to Buffalo, N.Y. for PR. (Could be done in about 18 months, please see the approximate time taken.) It is preferable that he is there in the USA for all of these to complete. This response is based on that assumption.

1) YES that is the only way. (Cruel baskets..)

2) NO. They both are married and he needs to state in the application and he should also include the details of Parents (from both side) etc., that they ask for, so the application will be complete. His wife, your sister-in-law can go through the medicals, police checks etc., at the Indian End.

I know that we were sending application to Canada consulate in our country.
It seems there is change to send application to Canada (Centralize).

Am I right? OR I am misunderstanding something.
