Want to know that what does meaning of bumper repaired? does it mean that car had an accident? got deal of 7k on hyundai accent 4dr sedan 2006. is it worth?

You will have to show it to a mechanic to see if there is any frame damage. Accent is cheap but opinion about the car varies too much depending on who you talk to.

It means that there was an accident involving the repair of the bumper. A slight dent on the bump involves atleast $ 1000 being shelved out by the insurance due to inflated claims by the body shop. As Raj said, you need to find out if it affected the structural portion of the car.
Price depends on the Kms. run. A 100K km run will require brake, timing belt changes soon whihc will be atleast $ 1000 to $ 1500.
I was looking at a 2 nd hand 2003 model with 164K and I was able to negotiate $3200 price on it.
If I were you, I would be looking to bring the price down to $ 5500 or $5000 for the Car. Hyndai is worse than Japanese and American models.

KM for this car is only 26000 even if 4 yr old, thats more confusing.

The KM can be real . I myself have two cars in household . One of the cars I use only in weekends to drive kids around . Anyways you should be able to verify that information b'cos there are many scams of odometer spinning . One way of checking the right odometer reading is to ask for service details if any ( i.e if the person gets an oil changed from MrLube e.t.c ) .
