I am planning to move permanently to Montreal.I have been living in other parts of Canada for about 2 years but failed to get decent job or a good place suited to fit in. I have heard rumours that a PR card holder from other province face lot of problem settling in Quebec. Is it true? Do I expect facing legal problems from govt there. I have heard about french but I can learn it there and having slogged over the years in harsh weathers in other parts of Canada has made me accepting any kind of work for survival. I buried my ambitions and ego in the Canadian snow long time back.
- As for Montreal, which I am heavily counting on, can anyone suggest the health card system.I have BC health card, will they accept it as replacement for local Quebec card or is it just worthless there?
- Is there any special status / immigrant card which is required or normal Federal bometric issued PR will do.
- Schools - will they accept us or need any special tests.

I can't answer your other questions, but you should be ok from the immigration perspective.
Since you have lived in other parts of Canada for 2 years, you are free and clear to move the QC.
The restriction that you are thinking of is mainly for newly landed immigrants.

U will not face much challenge settling in Montreal.
It’s very cheap to stay there and also u can find easy survival job
You will face French problem only if you are looking into high profile job (otherwise for labor job you actual don’t required French) –of course it’s good to have French – they will pay u to learn French
Your kid will get admission in English schools since you have been lived outside of Quebec for more than 12 months.
For beginning – move to area call Park-X (Jean-Talon & Parc Extension) – lot of desis lives there , you can find cheap accommodation and lot of contact ( desi placement agencies, desi stores, desi contacts etc… )
NOTE: if you are working in BC and you have to re-located with family then you will be eligible to get EI (Unemployment Benefits) – which will give you good start – contact EI office in Quebec.
Quebec is very generous in terms of family benefits (cheap day care, lots of extra provincial benefits, low income support, etc…)

Though Montral is a bi-lingual town, you honestly would feel depressed in staying in a town where the main language is french (as if settling in Canada is not depressing enough). If I were you, I would rather relocate to Saskatoon of Sasketchewan which is one the best place to relocate to in Canada for job purposes. (It does not guarentee you a job but atleast it is one the best places ever for job oppertunities in Canada). Even GTA is not bad for odd jobs but rent and expenses (like Insurance, HST Tax) is prohibitively high.

i have worked in montreal and honestly don't see why you wanna move there only to do passtime job.
you can do that in the GTA area.
to have any kind of professional job you need to know French.
have you actually tried living in montreal for a few week or months to get a feel for the place?
try that first before you decide to move lock stock and barrel.
in offices, everyone is talking in French.
during meetings everyone is talking in French
even at lunch time everyone gets together have their lunch and talk in french.
you will feel very out of place.
they are good people, God bless their heart, but they are not gonna make an exception just for you.
in the office, when everyone is talking in French, they are not gonna switch to English just for you (unless you are the VP or the CEO).
and while it is true that you can learn french by going to night school, even if it is free, you will see that it is not easy.
it takes weeks and weeks to learn simple things.
it will take you months and possibly a couple of years before you can understand the dialect, the accent and all the different phrases, cliches and expressions people use.
it is easy to say learn French but reality is not easy.
TK - if you relocate and only one person apply for EI then you can justify (relocate due to spouse relocation)- ppl have done it and it worked
Beside, I'm not here to compare Montreal Vs TO Vs SK - i just advice OP based on my knowledge of Montreal. If OP has asked for Montreal means he have already plan to move to Montreal , he may hv some friends or some sort of plan to move to Montreal.
If OP is not asking about other options then just advise him what he ask for – Less confusion
