If I understand corectly, you were refunded $ 8000-400 which is $ 7600?
I would think you should consider yourself EXTREMLY LUCKY to get that big amount back .....and stop pondering over $ 400......
We all know lot of people thru WWI ...no refund and no service.....

I still don't understand why people go to immigration consultants. The immigration guides and forms are very straightforward and written in English

Before judging anyone, let us take a step back and understand where the need arises.
Those who have worked with Indian Govt. babus, already understand that whatever document requirements are listed in the website or application package are the 'minimum' documents and usually when you go to submit your application the 'clerk saheb' will order you to arrange some 'new' documents to complete and accept it. The job is never as easy as it seems with lots of twists and turns before we reach the destination. Infact, it happens even at the local consulates (of India) in TO (am sure it is the same in all locations). How many times have you come back from the Indian consulate with your 'completed' application with a new requirement from the 'officer'?
Imagine, for someone who has lived 20-30 years in such environment, applying to a 'foreign' govt, for immigration (which according to him is a lottery ticket, what with so many rejections of Visitors and Student visas) - they need a dependable (or someone who can convince them to depend on him/her) guide and reassure them about all the documents and requirements. Agent system is the norm (unofficial) for ALL sarkari work in India - so they look for a similar approach for immigration - after all it is a life changing decision & process and you cannot afford to err.
After staying in NA for a few years and understanding the process here, it is easier for us to look back and say that the process was so simple - but I am sure, when we applied in the last 8-10 years, we also had so many questions and doubts till the passport was actually stamped.
The consultants know this very well and are there to encash on this emotion.
To the OP - thanks for posting for the benefit of the others and take this as a learning experience. If you still wish to apply, just follow the instructions on the Immigration Canada website.
