Name a bank in Toronto that will cash an Indian rupees bank draft (Standard chartered bank draft) ? Do I have to open a new Indian rupees account to deposit the draft and then convert to CD $ ?
It is amazing
to know that Standard Chartered Bank issued an Indian Rupee bank Draft payable at Toronto . I think you should take chances with ICICI or State Bank of India Canada may be they can help you out.

I don't think OP meant that it is issued in Toronto, OP wants to know whether it is cashable in Toronto. India does not allow INR to be taken outside India, so I do not think it would be possible to cash it outside India.
