If you are renting the basement, you can try talking to your landlord with regards to sharing their wireless connection. In turn, you can offer to pay. This is the most inexpensive solution and the one I myself adopted when I was a newcomer.
Furthermore, you can also check Telus(fibre optics) and Shaw (cable internet) that are the internet provider companies in lower mainland. Not much of a choice, I believe. With Telus you have to be tied down to the contract to get inexpansive rates. You can check their sites.
If you're not a heavy internet user, i.e. not downloading movies/music on a frequent basis, then you can also try the mobile internet stick from any of the Wireless providers. Check Rogers, Fido, Telus, Bell, Mobilicity, Wind, etc. and compare their rates.
Hope it helps.
tks febpreet for the reply. my landlord is reluctant to share the connection for some unknown reason. i dont spend much time on internet, just check e-mails. i have heared about 3Web,acanac, RoBers and all. dont have the time to check their sites. very busy with my new job.

I have heard that techsavy is quite cheap compared to Rogers/Bell for Internet since they give upto 200GB data usage for about $30., where as with Rogers it is only 25 GB May be others can comment about the internet service of techsavy.
