I had telephone interview call , during the interview the HR manager asked me scan my driver's lics and PR card e-mail to her. After the interview I scanned and e-mailed it to her( as I need the job).
What do you guys think about it? as I never heard anyone asking it before

The only reason why they asked you was to get a confirmation that you are legally authorized to work.
I've had a situation in the past back in 1997 - I interviewed a candidate and almost made an offer, he came back and said, he needed my organization to sponsor his work permit. He was just visiting the country as a tourist.
The PR Card establishes the fact that you are legally authorized to work and the D/L confirms your address. But it could be misused too, since it has your Birth date
Personally, I won't sweat over it.

We can not draw a comparision between an IT job and a labour job.
Panther needs to explain what kind of job she was being interviewed for. if it is $ 10 / hour job, then probably it is a scam if it is a job that may require security clearance / screening (Like airport) it may be for analysis before you are considered for stage 2
It is illegal but then most people may ask for it.
In the event that you donot get the job, then you have a right to sue and possibly earn some settlement. It is up to you.

Normally prospective employer ask for candidate's ID after providing offer letter / contract. During the contract signing process Employer collect our IDs, References list and Educational credentials. After that, they run security check, call or send email to past employer. Once everything is ok they will simply call you to start the job.
You should have requested them for submitting IDs after getting some firm commitment from them.
If it is some factory job where they don't need any further interview than i don't see any concern.
