I already wrote two mails to CIC New Delhi to pls let me know when they had dispatched my wife passport but no response from them till now

That makes me more worry

Any body have any idea when the passport reach after the e-client status shows DECISION MADE against Permanent Residence, pls. advice or let me know

don't mail them again and again, it won't make any mark on their ears but u r just waisting ur as well as their time.
u r through and will receive a passport within a month or so.........
so don't worry and start packing ur luggage and start checking for good deals for airline tickets.
