If you can spare some time, it will be best to learn the basics even if you outsource the website development to someone else. If you want to go the Dreamweaver way, there is an excellent series by "createthenet" in Youtube.

Get it done from India much more cheaper or check with local training institutes who are teaching web designing course they can recommend their ex students who are working in this field.
