That clears doubt about citizenship, but just out of curiosity will he be able to retain his PR after 5 yrs if he puts 2 yrs in Canada without landing his family? And probably at a later stage sponsor his family again for PR.

Yes for him , No for them if they don't reside here for 2/5 years .

Without landing the family, there is no question of residency for the family as they have no status in Canada.

Also, putting in 2 years out of five will help retain PR, but will not be adequate to count toward citizenship.

Ok, but if he retains his PR then will he be able to sponsor his family in future assuming that he has valid PR and is employed in Canada?

Should be able to. CIC may ask why the family forfeited the landing process the first time. Not that it is a problem, but something he needs to be aware of.

If he lands his family and sends them back to India after couple of months, will it be better than forfeiting the landing process when sponsoring them again in future?

His spouse will not be able to maintain PR if the family goes back for good. As far as the child, it does not matter as minor children are not subject to residency requirements.

Is it better? From a monetary perspective, yes. It saves the applicant from spending all over again. Also, the spouse can stay outside for a long time. By that time, if there is a change of mind, the spouse can return to Canada with ease.
