Can PR be renewed from India?

My wife has a PR that expires in a few months. I have a Canadian passport. We live in India, don't think we will move back to Canada on a permanent basis. If she has to renew the PR, does she have to in Canada? I have renewed my Canadian passport while in India. I though may be it can be done for PR. Not sure. If we let the PR expire and if she wants to just visit Canada, would she have to travel on a visitors visa?

Any suggestions welcome

A Cdn citizen is not subject to residency rules while a PR is. That alone would bring up questions when attempting to renew PR from outside Canada (if the PR holder has not satisfied the residency requirements).

Whether or not your wife can travel on visitor's visa sometime in the future is something at the visa officer's discretion. There will be questions as they would be able to pull her prior PR status...not saying it is impossible, but will be questioned.

You can apply for the renewal of PR a few months before departure. If you have a flight pre booked and you want your PR card, a little early, then, you can pay Fifty bucks Extra and get it through the EXPRESS renewal system. Now you are free to travel with your PR.

But as Dimple says, for the next round of things, if she does not satisfy the requirements of Two years out of Five, to qualify, she can be held back or sent to where the trip started, by the Immigration Officer. It is at his/her discretion, ie., if she wants to get into Canada alone by herself.

But, there is always a but, if she is accompanying you, then, she can hang on to your coat tails and you can say that she is married to you and want an entry for her also. All of these are for the next round of Five years. Make sure you also carry a marriage certificate on you.

After FIVE years, she has no more previleges, unless you bring her along with you. But you will have to obtain a Permit for her. And that is also at the discretion of the Visa Officer.

That is something you will have to live with forever, unless rules change and they do.

The PR card was renewed in 2009 and is up for renewal next year. She has been a PR for more than 10 yrs and lived in Canada all the time except for the last 3 yrs. This is where I am a bit confused with the residency obligation as shown in the link.

Say if you renewed the PR Card on 1st of January 2009, then it is falling due on 31st of December 2013. And six months prior to its expiry, they ask you to apply for renewal. You can do that. They always look for TWO years out of the period from 1-1- 2009 to 31-12-2013. In your wife's case, since she is only a PR and not a citizen, she also can claim that she accompanied you, who is a Canadian Citizen, and moved out of Canada to qualify, if she is short of any time that it calls for.

So, she has a lot of qualifying time during that period. So, it is easy to renew by filling out the form and providing the required proof of documents to support. You will have to provide them to her as it calls for the same.

You can renew the PR card once in Five years, by visiting Canada. Now to visit Canada at that time, if the card has expired, it will call for a Re-entry Permit to reenter. Also, no travel agent will issue to you a ticket without a PR card, (or a visa) to enter into Canada. After reaching Canada on that occasion, you can apply and obtain a PR card anytime.

You can answer this question to yourself. Which is... If she wanted, she could have gotten her Citizenship during her stay here, if she had sufficient number of days, which is ANY THREE YEARS, out of the four years of her stay here in Canada. This obtaining her Citizenship is a choice.
