It is wrong to compare a PR & Citizen status . The former does have residence obligation , the latter does not !!
You are right -- if one has stayed for 4/5 preceeding years and fails to get his PR Card renewed he does not cease from being a PR and can apply for a renewal after the expiration also .
But one who has failed to stay for 2/ last 5 years and has not maintained his obligation -- could have difficulty getting his PR card and status renewed since he has failed to maintain his residence obligation.
