I received my SINP approval and At the same time I had sent my passport and my husbands passport to BLS canada. I want to apply for PR now, I have all the documents ready and i forgot to submit copies of my husband passport. The BLS Vancouver take 4-6 weeks of processing. Will CIC refuse my application if I din't submit my husband passport photocopies and just wait till they request for it.

Talk with your husband. Ask him if he has a photocopy of his PP anywhere, stashed, and if he does, ask him to give the same to you for sunmission. That is the easiest.
Otherwise wait till you get your papers back from BLS. CIC will consider your application as incomplete. But SINP (they) also have the copies there with them anyway. Consider yourself lucky and hope they will find it in your files somewhere.
