Family of 4 all Canadian Citizens adults can carry what max amount of Canadian Dollars without declaring if traveling to gather ? I think few years back it was 10 k cash or more that you have to declare for each .
So if the limit is same - does that mean 9800 each x 4 = 39200 ,would be ok if undeclared on the customs form .
It's still $10,000, keep in mind it's not just cash but includes all monetary instruments

Travelling with CAN$10,000 or more
If you have currency or monetary instruments equal to or greater than CAN$10,000 (or the equivalent in a foreign currency) in your possession when arriving in or departing from Canada, you must report this to the CBSA. Monetary instruments include items such as stocks, bonds, bank drafts, cheques, and travellers' cheques.
We remind all travellers that this regulation applies to currency and monetary instruments you have on your person, in your baggage and in your vehicle.
Upon your arrival in Canada with CAN$10,000 or more in your possession, it must be reported on the CBSA Declaration Card (if one was provided to you), or in the verbal declaration made to a border services officer.
When departing Canada by air with CAN$10,000 or more in your possession, you must report to the CBSA office within the airport, prior to clearing security or, if departing by land or boat, report your intent to export to the CBSA at one of our offices.

YES... 10 K limit is for each individual. Not for the entire family.

PLEASE bear this in mind, when you take a flight into CANADA, the HOSTESS at the last leg of your flight, before reaching YOUR destination will give THE HEAD OF THE FAMILY, only ONE declaration form. You will have to report for the whole family on ONE declaration, all of you together, whatever you are carrying on person, to the CBSA check point, at the Port Of Entry, items such as Alcohol, Cigarettes, AND THREE COPIES of GOODS TO FOLLOW and all of the Proof of funds and all of the cash you are carrying into Canada.
The onus is on you to show all of these, that means the total of $40,000.00 +/-. Also note that you can carry over and above this amount with a declaration, as a new settler, and this dep[ends upon how comfortable you feel passing through all of the security checks, exposing yourself to the unnecessary risks.
Hence we inform you to avail alternate means of getting the same into Canada by availing other banking channels and just carry only a sufficient amounts, with which you are comfortable and avoid all of the risks and enjoy your flight and TRAVEL in style.

In case you are an immigrant and have not crossed the 100k limit of bringing cash, feel free to declare the amount.
Anyways seems like the OPs motive is to escape from declaration (fair enough!). Best way is that go to the bank and get travel cards made for each of the member. You need to show the visa and of course the Rs to bank.
I remember I tried to declare the money in travel cards (when i landed) but the officer did not care about that and asked to declare other than cards. So you need not declare the money on cards.
One travel card can bring in 10k Then you can use the ATMs here (no extra cost ) to withdraw amounts or even can shop on the cards. It will be slow process of withdrawl for sure.
