I sent mine out via UPS overnight with paid overnight return as I had an upcoming Mexico trip. I got mine back on the third day. I'll save the India vs.Canada endless battle for the other thread that is 10 pages long and going but, these chaps are quite efficient in sending back the passport with visa and all the originals in record time and safely.
If you mail the passport via a trackable mail (Canada post registered or private courier), you can enter the tracking info on CGI website to see if processing is completed or not.
All these apply only to Canadians of Indian origin and Canadians born in Canada.

there is NO requirement for a foreigner to carry his/her old passport when visiting india.
that is what the canadian citizens are...foreigner (by law) in india
some customs officers try to see if there is a 'bakra' among the arrivals but there is no suc requirement to carry a 'cancelled' passport
the vlid passport ( in this case ...canadian) is sufficient + valid visa or PIO card

I am Canadian citizen and applying for Indian visa for the first time. The Indian Embassy web site says that I need to submit my Indian passport with my application;
"Persons, who earlier held Indian passports, while applying for visa must submit their Canadian passport with last Indian visa endorsement or their previous Indian passport (cancelled or otherwise) and Landing paper."
Please help clarify.

I have noticed that one of the community in India who get stuck everytime at either immigrations. Out of curiousity I asked one of custom officers in India about why almost 4 out of 5 them took them longer to clear.His answer was precise - some of the people there especially from rural areas have done every trick in the book to get out illegally.So they check them more.In other words there are more chances of fleecing them out of their money.
Same happens in Canada where all Indians are considered scamsters and check twice as for years illegal migrants and alike have ruined the reputation whatsoever. But then they were never there for making reputation or love for the country - new and old.
