Couple OCI questions please

I am thinking of applying for OCI but have couple questions:

1. Is now a good time to apply for OCI considering that PM Modi announced that OCI and PIO cards would be merged to introduce some new card? Should I wait to see what comes out of it.

2. As an OCI, does one need to file Income Tax Return in India every year?

2. No, unless you live in India and is deemed a resident there.
