In apr 2004 , you pay tax for 2003 year so you are not to pay in tax in canada for last year . Make sure you pay tax for year 2004 in Apr 2005 .
Also , just for information - I commute to work in states from canada and my car is registered in canada and I have a cdn license . There is no problem at all

First I think (not sure) tax on foreign income is not applicable if you are canadian resident , it is applicable on candian citizen. There is no requirment to pay tax on US income. You may show zero income in canda.end of story...
Second at around 65k salary you pay around 12k tax assuming you are single, but in canada you pay around 18000 US equaivalent dollars. That means you have to pay canadian rate if you bring us income into picture, but on the other hand you are getting free health insurance from canada...

Sorry to say , but your tax fundamentals are not correct . Taxes have nothing to do with citizenship . Any body who is a resident PR,citizen, or work visa has to pay taxes on their "World income" to the country they live in and are claiming to be a resident of .
If you are a canadian resident and are filing taxes as a resident you get
basic std deduction and you are supposed to declare all your income , employment , business , stocks , foreign etc.
I hope you have not completed your own taxes in the past years , If you have please get them reviewed by a tax consultant if you have followd the statement that you have written here
