Although FH has covered everything , there should be 3 ways to get the Visa for Canadian PRs ( 3rd may be an iffy , so take the first 2 only )
1. Get a Visa from the UAE consulate in Canada .
2. Fly through either Emirates / Etihad and they will process the Visa for you (for a fee & security which will be reimbursed upon your return to Canada) .. You do not need to visit the Embassy for this.
I recall flying with Etihad in 2011 and did not remember the security I had paid till end of year when I was reviewing my cc statements..... Only when I called them , they returned the security mentioning that I had to return and inform them before getting the security refund .
3. Get a Visa on arrival @ Dubai or Abu Dhabi (in case of Etihad).
