Hi team, need expert advise. We have the Provincial nomination for Nova Scotia and we are planning to land in early December. Had few questions:
1. If we are to finally land in Nova Scotia and we do not have direct flights that land in NS, is it fine if we originally land in Ontario or any other province of Canada and then have connecting flight to Halifax? Would we face any concerns in this?
2. Where does the PR formalities take place, will it be in Ontario or Halifax?
3. Is short landing allowed by CBSA/CIC?
4. Can we tell CBSA that we have come for short landing and we will back after completing all formalities...?
PNP after landing in your province and you becoming a PR, they can't touch you and force you to stay in the PNP province. At the Port of Entry (POE) the CBSA can find some excuse to deny you entry. But once you are in and a PR, the charter of rights protects you as a PR and NO province can force you to stay in the PNP province.

As long as you have air tickets proving your connecting flight to the PNP province you won't have an issue. This is very common as no direct flights are available for your province or cheaper flights are available to another province. Most people land in Vancouver, Toronto or Montreal, when they come from abroad as immigrants.
Canadian government does not restrict a new immigrant to land on a specified airport. Only Quebec has some weird laws, not any other province.
Your PR formalities will be done in Ontario. There are no immigration agents for domestic to domestic flights. It will be at the International arrival, first point of entry only. you clear the customs and all the formalities and then go to the internal domestic connecting flight to Halifax from Toronto.

A PNP Immigrant Visa, because there is some one who is waiting there for your arrival and they need you there.
Thanks for dropping in here and asking us all of these questions in the right order.
The answers to the questions (3) and (4) are NO. But who am I. If you drop into a Major Airport that is away from Halifax and you don't have a ticket to an onward journey, it will surely give you away and since you already have a RETURN Portion of the journey, the Immigration Officer will REFUSE Entry and send you Back. Because he will guess as much. That will be a sure give away.
Currently even before you land into Canada, there is an e-Manifest that is dispatched to the CBSA BEFORE YOU BOARD THE FLIGHT, and they watch out for all of these subtlety and quirks and are ready to thwart your actions. You sir, do not know how smart these intelligence sources are. So, do not try any stunts. The others have gotten away by moving out of the province, which you can surely try and might succeed. But I will not advice you to attempt to do it.
When you do this, it closes the doors for others from your own country and that will cut their attempts to get entry and for all of the others who want to follow you too, how ever brilliant they might be, who are placing their hopes in getting a PNP entry into Nova Scotia and into the other provinces also.
I sincerely hope you understand the points that I am raising here and be an honest Immigrant and prove your true worth to Nova Scotia Government for placing their trust in you and your education and abilities and in welcoming you and your Family.
When you prove yourself, better openings will open up in the future for you. It always gets appreciated in one form or other.

Call CIC about it if in doubt as none of us have any power to decide.
Honestly it does not matter where you land. Port of entry will do the formalities be it Ontario or NS. I personally would prefer landing in halifax directly and avoid the crazy crowd in Toronto.
