I got married a couple of months ago and filed for my wife’s immigration papers in the last week of May. The application was forwarded by the Mississauga office on June 18th to the New Delhi consulate. Yesterday, my wife got a notice from the CHC New Delhi asking for her passport. However, she has also been asked to get her last name endorsed on the passport. They also mention that “Singh and Kaur as last names are not valid for immigration purposes.”
She provided last name of 'Kaur' in her application. It's interesting that this is the requirement of the New Delhi consulate only. A few years ago, I had gotten my application successfully processed from the US using a last name of 'Singh' only.
Since I’ve never used a last name other than Singh in my entire life, nor has anyone else in our family, I'm not sure what should be used for the last name in her passport. My wife however used a last name before getting married. What should we do now? Should we endorse her passport with the last name she used before getting married? Or is there something I'll have to do?

You can not get along with it without last name (surname). I think your wife's pre marriage surname will not be accepted. She should use your cast (Gotar) ie Sandhu, Dhillon, Sodhi etc. This Gotar will have to be added in her passport. Its true that Surname in the passport is must aleast for CHC Delhi.

My self and children use husbands name as surname (it is his first name as it is used in south India.). It was processed through London. Hope it may help.

This is funny... What if person doesnt' want to use his family name... are they forcing it... I have my surname though... my wife didn't have it and there was no issue. I wonder what's the logic behind it...
