Any one can suggest for outsourcing work offline to be done from India.

I have an arrangement for work to be done on the computers from India, and want assignments for doing in India.

AFAIK outsourcing of software development is not done by individuals. It is not like someone here can get you an order for a 1000 shirts and you can in turn find someone in India/China to source them from. Software development contracts are taken my big companies, who in turn either have their offices and hired manpower in India, or are into contractual agreements with Indian companies that take the responsibility of developing the required software for the parent company here.
I am only guessing and I may be wrong, but from your post it seems you perhaps know one or more people in India who have access to computers and are developing software and want to get someone to give you an order for software development that you can offload to those people. I don't think it is as easy as that.
