Can anyone please explain the GST and PST in buying the used car ? Both the taxes apply or Just one GST !
Do they charge for any administarions fees ?
What other things may involved like plate, sticker....!

Yes, if you buy from a dealer, you pay both taxes.
If you buy privately, you pay only one of these taxes.
Yes you have to pay for the plate and sticker. I think both cost around 80 Dollars. The plate is a one time cost and the sticker is a recurring cost.

So if i sell my car and charge one of the taxes (gst or pst) , do i keep it or have to declare it in the next filing of taxes?

You don't collect any taxes when you sell your old car.. the guy who buys it from you will have to pay it when he goes for the Ownership transfer at the DMV.
And the new owner has to pay the taxes based on the value the DMV decides based on the year and model.. and mileage etc.
