I wish to sponsor my parents under the Family Class. I understand that it takes 4-5 years before they could get their visa after the date ofapplication. Is it true that once you have applied to sponsor them, they will be unableto come to Canada even on a visit (when their applications is pending). They had been here on a visit and returned to India after 6 months.

If they have valid Visitor Visa, they can come during the process of sponsorship or processing of resident visa.
When entering Canada, your parents will be granted period of stay which is normally maximum of six months after which they need to leave or apply for extension. If your parents have got multiple entry visa, they can leave after six months and come back within validity of visa.

For how long is the multiple-entry visa normally valid? If the period varies do you have to write the time in you visitors visa application?

It depends on Visa Officer at Consulate, it could be six months or two years or five years, Multiple entry is stamped on Visa, which means during that time one can enter and leave as number of time he or she wants to.
