Is it easy to get the file transferred if I happen to move back to India before the decision is made on my file by the Buffalo Visa office?
Over here (in USA) it takes about a year to process the application where as in India it takes close to 4 years. Will I have to start the process all over again? or if let us say that I get a call for Interview but am no longer in USA then will they transfer the interview location to India?
Please respond with your experience or knowledge of this situation.
You're better off telling Buffalo that you are moving to India and request for file to be transfd to NDelhi.
If you wait for Buffalo to call you & then inform them about your change of addresss, your application will be further delayed.
Besides, u're supposed to update immigration about any change of address as soon as it occurs.

I would suggest this:
1. Before you go to India, write and fax them your new address (your friend's address in USA)
2. Say you got interview waiver and they send the medicals, you can do the medicals in India.
3. Say you got interview letter, make sure you leave another letter with your friend about your new address in India. Ask him to post and fax that letter. Just wait for their response.
I know it's risky, but if transferring the file to India, makes your file go to the bottom of the pile of applications.
Just be very very careful ... lying to immigration is taken very very seriously under the present law.
