I am an Indian Citizen. I work in US on H1B visa( since year 2000) and am applying for Canadian PR visa.
Is FBI Fingerprinting/ English Test/ Police Clearance required before applying for PR Card or can I submit the PR application and then get then get these thing done.
Each of this process is taking about 6-8 weeks and my PR application is getting delayed. Can I just submit my application forms and then keep working on the FBI Fingerprinting/ English Test/ Police Clearance.

U can apply for PR.
State in ur covering letter what all docs u have applied for & will send them them as soon as u receive them.
For Indian police certificate u need to apply at the nearest Indian Embassy( I do not know how long they are taking now issue now, check their site or call them) & for any birth certificate(they issue based on ur passport date of birth).
U need to send the finger printing to FBI.
if u already have TOEFL that will also help or prepare of IELTS.
If u apply from states u will the file number within 5 to 6 weeks even earlier.
