I do not think that is possible - to allow dual citizenship to citizens of all countries - simply because not all countries allow dual citizenship. take the case of Singapore, a country which has a sizeable Indian population so much so that Tamil is one of the official languages there. Singapore does not allow dual citizenship - and that is the reason it was not included in the original list and is not included till date. but yes, the day Singapore allows dual citizenship to its citizens, India will automatically be become one with reciprocal arrangements. Just like till recently India did not allow dual citizenship and so even though Canada, USA, Australia etc which allowed it, its Indian origin citizens could not get dual citizenship.

Yeah, After acquiring ur Canadian Passport, when u go for ur Indian visa for the first time, u have to submit ur Indian passport as well. Dont know if Surrender is the right word to use here. All they do is cancel ur Indian passport. They either stamp couple of pages as "CANCELLED", or as in the past, they cut triangles in the 3 sides (Effectively Cancelling it) and they return it back to u.
What if one doesn't register as an NRI and goes off to India with the Indian Passport even though they have a Canadian Passport? I know they could be caught at Exit Immigration if they don't have a visa for Canada but the Landing Document for PR could be used to counter that problem

When you apply for a PR Card, they stamp on your Landing Document that this is not a valid travel document.
When you go for citizenship oath you have to surrender your PR Card.
If you don't have P R Card, but having Landing Document only, they will stamp it that you are now Canadian Citizen.
When you apply for Visitor Visa to India, they will stamp your Indian Passport as Canceled (And you must provide your Indian Passport to get Visitor Visa)
So, you can't do anything with your Indian Passport, except for just visiting India without any Visa. But you can't come back.
So they is no way one can use both Indian and Candian Passport.

You have to turn in all proof of PR in original to get Canadian Passport. Correct me if I'm wrong........Then how will you retain your Landing Document for time pass........
