This morning I went to the Consulate General's office in Toronto to apply for dual citizenship and I was told that it has been suspended - no reasons given. The are rethinking on the whole issue!

I did not understand what you have pasted. It does not talk why dual citizenship suspended. Those rules you pasted are on CGI Toronto website too.
If missed, please tell why suspended?

I just got the notice to appear for Citz next week.
I hope the above program resumes soon. I really want to get back theIndian citz asap.

No they simply said suspended till further notice.
Now unless they come up with something interesting (though I do not know what could be interesting frankly), I have decided to go for PIO card i/o dual citizenship.
