There is an Increase in the USD equivalent Application Fees w.ef Oct 1st, 2003. The web site was updated after the fact. I don;t know how many people are impacted. I mailed my application on October 1st after duly checking their web site to ensure fee was the same as what I had on my cashiers check. Hopefully they will set up a mechanism to deal with such applications.

got my application back because of inadequate fee due to the retroeffective increase. they sent it back by priority mail. i think it is due to my fax and email. never got any response to the fax and email directly though.
