My UAE residence visa from SHARJAH., I live in Sharjah when I applied, so me and my family went personally and did the PCC application. As far as approaching some one to do on behalf of you, I would suggest you approach some reliable friend of yours giving the authorization to do, however I am not sure if that approach is accepted. As far as I know you don't necessary need to get it from Sharjah as such, any emirates is approachable for that matter, Abu dhabi and Dubai should be more easier i think, not sure. Also check if in India are there any agents who do attestation work perhaps they may have some service for this...not sure may charge premium.
Also I got this below information from one forum on the site

Asking a friend to apply on behalf of us is acceptable as this was suggested to me by the UAE consulate in Mumbai and the same appears on CIC website too (http://www.cic.gc.ca/EnGLish/information/security/police-cert/mid-east/united-arab-emirates.asp). Perhaps, I will go through that route too. I had also sent an email to Indian Association in Sharjah asking whether they would provide me this service. Let's see what happens. Time is short.

OK. I got it. I called the Sharjah Police directly and they informed me that they do not accept applications by mail. You have to ask a friend or relative to submit them personally. The fees are Dhs. 70/- per application. PCC takes about 7 days. Keeping my fingers crossed.

New Problem !!
My documents reached Sharjah safely. My relative took all docs to the Police Authorities for submission. Guess what they told him ? They said that they have no records of my having worked in Sharjah in their computers. He showed them my visa stamping .. they admitted that everything was in order but they could not find any records that I was in Sharjah.
Any expert comments please ? Is it possible that they did not have computerised records between 1989 and 1996 ? What could be the problem ?

Ask your relative to meet your ex-employee if possible and explain the stuff, if they can extract any info from Ministry of Labour, and also if you have a copy of No Objection Certificate or anything which proves you had no legal liability or any case against you when you left the country. If so with all such documents, passport page copy in which you have your exit from UAE, visa cancellation page, your labour card copy if you have, with all these write a self affidavit and explaining the detail send it to Canadian High commission and request to waive your PCC for UAE due to these extra ordinary reasons.
I do not know why they do not have your records in the system though.
This is just one approach I can think of could save your this situation as I believe you are true and clean from your side.
Also if possible ask you relative to approach the Dubai or Abu dhabi CID office perhaps they may have any records, just a try ..dont know if there is any central data center in UAE for all expats of the past.
Any other desi's can put more light on this if they know or experienced similar situation and then how they managed to get PCC.
Good luck

Well, guys, received a call from my relative today. Bad news Sharjah police said that they only issue PCC to those people who are presently Sharjah with a valid visa. Any suggestions what to do ? What if CHC rejects my application because of this ? Comments are welcome.
