Of course, the above all applies if your permanent job is a done deal. If that's not the case yet, you're in for an ever more complicated situation.

If I were you, I would inform the recruiter and ask him to offer suggestions. No one will find you faulty. It is the situation.
1. If I consider the recruiter is cooperative, I would communicate verbally and write later to confirm earlier communication. Meanwhile you must be sure of the permanent job. Needless to say don’t reveal the details of the second employer.
2. If the recruiter is a bad man. I would simply tell the recruiter that I am now not interested due to personal reasons and will tell him that I will give notice on the first day, if I have to report for duties.
In both cases, to me, communication is necessary and no sentiments but only honesty.
