Do I have to submit the sealed and verified Education Transcripts when applying for PR?, I am already in Canada on wp and planning to apply from Buffalo, I am having photocopies of the transcripts will that be sufficient?

Photocopies should be sufficient, although, notarised copies might add some weight.

Your understanding is totally in correct.
Degree certificate means a degree and mark sheets means marks
Transcripts means a consolidate proof of your education, such as your name, roll no, year of passing,class .....from the University.
The University will not hand over the Transcripts to you instead they will send directly to the requesting body ...................

your understanding is partially incorrect. University does hand over transcript to student open or closed envelope as requested by student.
